I learned that you cannot pay zakat to mosques, schools, dawah institutions that do not fit in the 8 categories, but I am seeing all the fundraising in our local town collecting zakat funds for many different purposes - saying they fit in the category "fi sabil Allah." I suggest annually to have a Q&A course lens on this topic around Ramadan to help people learn how to pay their zakat.
